Holds a Ph.D. in Computer Science (1977) from the University of Waterloo, (Ontario, Canada). Between 1977 and 1997, worked as researcher/professor at University of Moncton (N.B., Canada), Bell-Northern Research (Canada), Scientific Studies and Research Center (Syria), University of Grenoble (France) and Higher Institute of Applied Sciences and Technology – HIAST – (Syria). Headed the Computer Engineering Department at HIAST (1983-1997). Between 1997 and 2000 worked as Consultant on Information Technology for various national and international organizations and companies. Joined the Technology Section in ESCWA (Lebanon) in June 2000 and participated in studies on economic development of the region, focusing on capacity-building in new technologies, particularly information and communications technologies, as well as enhancing competitiveness and productivity of enterprises through technological innovation and new institutional forms. Joined the ICT Division in 2002 as Team Leader for the World Summit on the Information Society (WSIS) and later as Team Leader for ICT Policies, focusing on the regional preparatory activities for the two phases of WSIS in 2003 (Geneva) and in 2005 (Tunis), produced a number of studies related to ICT for Development, organized expert group meetings, regional conferences and workshops, and managed field projects related to ICT and socio-economic development.
